Four Corners plant rates at top in pollution category

Report cites plant as worst in the country for nitrogen oxide emissions


No power plant in the country emits more total nitrogen oxides than the Four Corners Power Plant, according to a new report compiled from government data called "Dirty Kilowatts."
It and the San Juan Generating Station both made lists of the 50 dirtiest power plants in the U.S. for three pollutants. Neither power plant, however, were among the dirtiest for sulfur dioxide, a haze-causing pollutant. And taken on a per megawatt basis, both fell off lists for carbon dioxide and mercury.
Richard Grimes, environment and health safety manager at the Four Corners Power Plant, said controlling nitrogen oxide remains its biggest challenge. A large plant producing 2,040 megawatts, it likewise puts out a large amount of emissions. There was a positive side to the report, he added.
"If you look at the composite score for the power plant, we don't make the top 50," he said.
The plant has been retrofitted with some pollution control technology that has cut nitrogen oxide emissions in half and sulfur dioxide emissions by almost 90 percent. As are many plants, Four Corners also has begun to investigate ways to address carbon dioxide emissions.
"That's going to be a very large challenge for all fossil fuel industry," he said.
The Environmental Integrity Project has compiled the data for four years and has it available at dirtykilowatts.org. Ilan Elvin, an attorney representing the nonprofit group, said the same power plants often reappear on the lists, which looks at carbon dioxide, mercury, sulfur dioxide and nitrogen oxide emissions. It compares total emissions to per megawatt emissions.
The only way a power plant comes off the list is when it cleans up and that happens only when it becomes mandated, he said. The project is pushing for carbon dioxide regulations as well as stricter limits for regulated pollutants.
"Without federal or state legislation, based on the track record of the electric power industry, we don't expect to see these power plants make these reductions," said Elvin.
The Four Corners Power Plant may be in compliance with all standards but that's no excuse for being the No. 1 emitter of nitrogen oxide, he said. Large power plants across the country have successfully dropped their nitrogen oxide emissions, so it should not be too difficult, he added.
The 2,480-megawatt WA Parish power plant in Texas, for instance, cut its nitrogen oxide emissions by 90 percent after installing $430 million worth of technology. David Knox, communications manager for NRG, which runs the plant, said it was required because Houston exceeded the health-based ozone standard.
Jeff Buell, a spokesman for PNM, which runs the San Juan Generating Station, said the numbers contained in the report do not tell a new story. The plant meets all the limits set in its air permits and continues to work toward reducing emissions by, for instance, installing $300 million of new pollution-control equipment.
The Environmental Integrity Group puts out the information to show people who live near power plants what exactly blows out of smoke stacks and to help legislators see the problems, said Elvin. Should new coal-fired power plants continue to be built, the pollution issues will increase.
"We hope this report shines a light on some of those (dirty) power plants but the question is whether coal can be a part of our energy future," he said.

Minneapolis bridge collapses

MINNEAPOLIS - The entire span of an interstate bridge suddenly broke into huge sections and collapsed into the Mississippi River during evening bumper-to-bumper traffic Wednesday, sending vehicles, tons of concrete and twisted metal crashing into the water.
Kristi Rollwagen, the deputy director of emergency preparedness for the city, said seven people had died in the incident.
Police Chief Tim Dolan said all survivors who were on the bridge are now off. "We've accounted for all the construction workers except for one," he said.
Hours after the collapse, Mayor R.T. Rybak said rescue workers had searched 50 cars.
"Obviously this is a catastrophe of historic proportions," said Minnesota Gov. Tim Pawlenty.
The Interstate 35W bridge, a major link between Minneapolis and St. Paul, was in the midst of being repaired when it collapsed. Repairs involved guard rail replacement on the joints and concrete work, Pawlenty said.
"There were two lanes of traffic, bumper to bumper, at the point of the collapse. Those cars did go into the river," said Minneapolis Police Lt. Amelia Huffman. "At this point there is nothing to suggest that this was anything other than a structural collapse."
At least 58 individuals — 10 of them children — were injured, said officials from the Red Cross and the Hennepin County Medical Center. Six individuals being treated were in critical condition, Dr. Joseph Clinton said.
NBC News reported that every Minneapolis ambulance had been requested to the scene.
A freight train was passing under the bridge when it collapsed and was cut in two, WCCO television reported.
Police set up flood lights so rescue officials can work throughout the night.
The Minnesota Department of Transportation told local media that 200,000 cars a day use the bridge.
The bridge, built in 1967, was last inspected in 2006 and had no major structural defects or deficits, Pawlenty said. "We were told the deck would have to be replaced in 2020."

Further postal strikes announced

Unions say they have overwhelming support for the stoppages
Postal unions have announced a further wave of strike action in an escalation of their dispute with Royal Mail over pay and modernisation.
The current period of staggered stoppages was due to end on 7 August.

But the Communication Workers' Union (CWU) said stoppages will now also be held from 9 to 17 August.

The union has called for "serious negotiations", but Royal Mail has said its pay demands threaten efforts to make the business more efficient.

Centennial Twin Cinema to close within weeks


FARMINGTON — San Juan County will lose a local landmark Oct. 21 when the Centennial Twin Cinema, locals' "dollar movie," closes its doors after 31 years. In the last decade, the Centennial offered movie patrons budget-priced tickets.
"We've been informed by Peterson Properties that we need to be out at the end of October," Yancy Cluff, general manager of Allen Theatres' Farmington properties, said. "Ron Wells is leasing the space to a franchise-type exercise gym."
Cluff manages the Allen family's Farmington-based theaters along with Nathan Allen, Farmington marketing and advertising director. The Animas 10 and Allen 8 are the two main theaters remaining in the city.
Wells, who owns San Juan Plaza on East Main Street, did not respond to voice mail messages requesting his comments.
"Our business has been decreasing by about 15 percent per year," Cluff said.
He blames the spiral on earlier release of DVD movies.
"Four years ago they weren't available for four or five months after a moving came out, but it's not
like that now," Cluff said.
Lane and Larry Allen, Cluff's in-laws, opened the theater in 1976, the Centennial year. Since that time, Cluff guesses that it's probably served up to 50 percent of the community.
Allen supposes that the business has been the only movie access for a percentage of the local population. Now $2.50 per ticket, he said he caters to "a lot of grandparents with their grandchildren."
"It's sad that it had to come to this, but Peterson wanted 10 times what we were paying and gave us 30 days notice," Allen said. "We just remodeled the Centennial, we weren't expecting this."
The Allen family has created a chain of theaters across New Mexico and Colorado that includes locations in Cortez, Colo., Farmington, Gallup, Roswell, Clovis, Portales, Hobbs, Alamogordo, Ruidoso and Las Cruces. Some cities have multiple choices.
"Our employees are aware of this, but I don't know what to expect except surprise," Cluff said.
"I think people will be unhappy," Allen said. "We just started a new deal this month that if people brought a ticket stub from another (Allen's Theatres) movie, they paid $1 for admission."
The sad truth, Allen said, is that dollar theaters patronage has been dropping nationwide.
"We've been appreciative of the location, and we are fortunate to have had it for so long," Cluff said. "We appreciate our customers, but with a month-to-month lease this happens."
Cluff understands that Peterson has spent a lot of money on its mall, and needs to recover funds to make money.
Bottom line, though, is that the Centennial "has a lot of history and has served a lot of people" during its decades-long run.
"It's a shame this is happening before the holiday season," Allen added.
